Border zone is a strip along the state boundary where free movement of people is limited (indicated by a blue line on the map) 

To obtain the permit to the border zone foreign nationals are required to apply in the Border Department of the FSB of Russia in the Kaliningrad region: 236015, Kaliningrad region, Kaliningrad, ulitsa Suvorova, 15, phone: 8 (4012) 69-10-89, 64-47-86

The entry of foreign citizens in the border zone is carried out in the presence of the document proving the identity of the citizen, and in the presence of individual or collective passes issued by the Border Department of the FSB of Russia in the Kaliningrad region. Foreign citizens may enter the border zone having only their passports in the following cases:

  • If they are registered within the border zone, or are family members of those registered; 
  • If they are transiting the border zone; 
  • If their official duties or employment imply driving vehicles, regular traffic routes of which lie within the border zone, or if they are drivers of vehicles engaged in international road transportation.
  • In Kaliningrad region the border zone is set within the territory, passing:

  • in the municipality "Slavskiy municipal district”, including the settlements of Mysovka, Dyunnoe, Yasnopolyanka, Yasnoe, Gordkovo;
  • in the municipality “Nemanskiy municipal district" - including the settlements Dubki, Michurinskiy, then on the territory of a width of 500 meters along the river Neman, including settlements Bol’she selo, Lesnoe;
  • in the municipality “Krasnoznamenskiy municipal district” - including the settlements, Zarechnoye, Paladino, Tret’yakovo;
  • in the municipality "Nesterovskiy district” - including the settlements Lugovoe, Pokryshkino, Nevskoye, Voznesenskoe, Yagodnoe, Maloe Belozyornoe , the mouth of the river Pissa, further excluding the coastal shallow of lake Vishtynetskoye at a distance of 2 kilometers from the mouth of the river Pissa along the shores of the lake, including settlement Borovikovo
  • in the municipality "Ozerskiy district - including settlements Plavni, Kutuzovo, Zaozernoye, Abluchye;
  • in the municipality "Pravdinskiy district’ including the settlements Kochkino, Krymskoe, Nikitino, Dvorkino, Ryabinovka, Klimovka, Soldatovo;
  • - in the municipality "Bagrationovskiy municipal district” including the settlement Bol’shoe Ozyornoe, excluding the town of Bagrationovsk, including settlements Nagornoe, Pogranichnoe, Pogranichnyi;
  • in the municipality “Mamonovskiy urban district” - including settlements Lipovka, Zelenodol’skoe, the river Mamonovka."
  • in the municipality "Zelenogradskiy district" (the Curonian spit) - strip of territory of width of 2 km along the state border of the Russian Federation;
  • in the municipality "Baltiyskiy municipal district" (on the Baltic spit) – strip of territoryof width of 21 kilometers along the state border of the Russian Federation.»

Foreign citizens may enter the border zone if they possess:

  • identity documents; 
  • individual or collective passes issued by the Russian FSB border control.

Foreign citizens may enter the border zone having only their passports in the following cases:

  • If they are registered within the border zone, or are family members of those registered;
  •  

  • If they are transiting the border zone; 
  •  

  • If they are citizens of Poland staying in the Kaliningrad Region according to local border traffic regime, except for visiting the 100-meter strip along the Neman river 
  •  

  • If their official duties or employment imply driving vehicles, regular traffic routes of which lie within the border zone, or if they are drivers of vehicles engaged in international road transportation.
  •  

    Visiting of the open cities, towns and settlements of the Kaliningrad region is permitted in transit by the rail route Kaliningrad – Ryabinovka - Zelenogradsk – Svetlogorsk, by the highway route Kaliningrad - Pereslavskoe - Dubrovka - Svetlogorsk, Kaliningrad - Orlovka - Muromskoe – Zelenogradsk. Passage on-site pools 3 and 4 of the Baltic naval base is permitted in transit by the rail route Kaliningrad - Baltiysk or by the highway route Kaliningrad - Baltiysk and then either through the streets of Lenin, Serebrovskaya, Nizhnee Shosse (in the town of Baltiysk) or the highway route "Passagefare to the cargo-and-passenger ferry terminal, Baltiysk". Under the agreement between the Government of the Russian Federation and the Government of the Republic of Poland, the citizens of the Republic of Poland, with the permission of local cross-border traffic, have the right to enter the territory of the Kaliningrad region in accordance with the rules of this agreement. Territory closed to foreigners – is a area with regulated regime for foreign citizens (marked with a red line on the map).

    There are the following areas in the Kaliningrad Region with regulated visiting for foreign citizens (unless otherwise indicated, roads are not included in the restricted areas):

    • the town of Baltiysk and the Vistula (Baltiyskaya) Spit (except for the area adjacent to basins No. 3 and 4 of the Naval Base of Baltiysk, as well as the waters of Primorskaya Bay and Kaliningrad Sea Canal);
    •  
    • - part of the Guryevsk area west of the road Kaliningrad-Orlovka-Sosnovka-Zelenogradsk;
    •  
    • - the Zelenogradsk area (except for its parts north-east of the "Maritime Ring" highway from the border of the Guryevsk area to the village of Luzhki and north of the line Luzhki-Muromskoye-Kovrovo- Romanovo-Orehovo-border of the Svetlogorsk area; west of the railway Primorsk-Yantarnyi-Svetlogorsk on the area between the border of the Baltiysk area and the village of Yantarnyi; south of the railway Kaliningrad-Baltiysk) (area from the west coast of the region to the village of Povarovka is open);
    •  
    • - part of the Svetlogorsk area west of the straight line Orehovo-Filino (Zelenogradsk area) (the village of Filino is open);
    •  
    • - part of the village of Yantarnyi east of the railway Primorsk-Yantarnyi-Svetlogorsk (the main area of the village and its coast are open);
    •  
    • - part of the town of Svetlyi (north of the village of Cherepanovo inclusive; from the forestry and Primorskaya Bay in the west to the railroad in the south-east);
    •  
    • - parts of the Krasnoznamensky and Nesterovsky Districts bounded by the road Kibartai–Nesterov–Vysokoe–Dobrovolsk–Pravdino–Pobedino and the line Pobedino–Šilgaliai (except for the above settlements and the road). 
    •  

      All the open communities and areas of the Kaliningrad Region are accessible in transit by railways or roads. While crossing the restricted areas by transit, the special permits are not required.
