Entering the Kaliningrad region the citizens of the Russian Federation and Commonwealth of Independent States must carry a foreign travel passport. To arrive in Kaliningrad on an airplane it is enough to submit an internal passport. Entering Kaliningrad by car one will need a Schengen visa. Non-Schengen States citizens will need a Russian entry visa. The latter can be obtained at Russian consular office in the resident country.
The citizens of the Schengen States, Great Britain, Switzerland and Japan have the opportunity to make short-term tourist visa (72 hours). The visa regime between Russia and Poland was introduced on October 1st 2003, however citizens of Poland can enter the territory of the Kaliningrad region in preferential order.
Transit through the Republic of Lithuania for the citizens of CIS countries is carried out through bilateral agreements of Lithuania with countries whose citizens go through the border.
